The stone, which pays tribute to the men of the town who died in the first world war, was removed from the boarded up cottage hospital last month to preserve it from possible demolition.
But Thetford Town Councillors have now voted to return the memorial to its former home in Earls Street when the redundant site is redeveloped.
NHS Norfolk is currently in the process of selling the Victorian building, which was made surplus to requirements by the Thetford Community Healthy Living Centre last year, to a developer.
Terry Lamb said the best home for the plaque, which is currently in storage, would be in a prominent place and in public view at the redeveloped hospital site.
